Taiwan biotech gets boost from gov’t support

FOR IMMEDIATE RELEASE. TAIPEI, TAIWAN. November 8, 2007 – Taiwan’s biotech sector has been generating a lot of buzz as waves of recent government support have poised the NTD 179.1 billion industry for a big boom.

Taiwan’s biotechnology industry, covering pharmaceuticals, medical devices, and newemerging biotechnologies, has experienced double digit growth since 2000, andonce again rose nearly 12 percent in 2006.

Now,a series of government measures and investments could unlock added synergies within the industry, driving forward growth to break through the NTD 1 trillion production value mark.

These government support mechanisms have also drawn in private investment, including an unprecedented donation of NTD 10 billion from Hon Hai chairman Terry Gou for cancer research and a research project between US-based Genentech and Taiwan firm TaiMed Biologics to develop a new AIDS drug within the next three years.

Gov’t support

According to Chi-Huey Wong, president of Taiwan’s Academia Sinica, a key to the recent investment is the recently passed Biotech and New Pharmaceutical Development Act. The Act, developed by Dr. Wong, received across-the-board support from government and industry players, leading to its quick passage in the Legislative Yuan.

Dr.Wong points out the new Act helps rectify some issues that were holding back the development of Taiwan’s biotech industry.

“Two factors were holding back industry investment and development. Inventors and researchers were having a hard time profiting from their work, and investment in the industry via ‘funders’ shares,’ which have no inherent value, were still being taxed, stemming new startups from both academia and private investment,” said Wong.

The new Act addresses both of these problems by allowing academia to receive compensation from their technology and work at the new start-up. In addition, the law effectively gives a 5 to 7-year grace period on these “funders’ shares.”

Additional support comes from direct government investment, including NTD 12.1 billion budget from the National Science Council for a Nangang Biotech Park, which will be ready in 2012; an investment of NTD 15 billion from the Academia Sinica in the park for research on genetics, translational medicine and new drugs; and the establishment of a USD 1 billion biotech joint venture with foreign investors, with Taiwan owning a 40 percent stake.

Biotech growth

Taiwan’s biotech industry has seen increases across all three sectors in recent years, withan increasing importance being placed on biotech products for exports.

The pharma sector has seen the largest growth since 2004, rising 38.3 percent to value of NTD 66.0 billion in 2006. This expansion has mirrored a shift in pharma to higher exports, as exports of pharmaceutical products have grown bynearly 200 percent over the period.

The medical devices sector remains a standout for its high ratio of exports todomestic sales, and as it accounts for nearly 38.9 percent of total biotechoutput at NTD 69.7 billion in 2006. Innovative devices, including portablediagnostic equipment and motorized vehicles, drive medical exports.

TaiMedstarts success story

TaiMed Biologics is a preview of the success that can be reaped through the new biotech initiatives. The company, which was founded by the world-renowned AIDS researcher David Ho and which will be chaired by former vice premier Tsai Ying-wen, plans to continue Genentech’s initial research and development on the HIV antibody TNX-355, and hopes to bring the drug to market in three years.

The Taiwan government has already invested more than NTD 40 million in the company, accountingfor nearly 40 percent of the company’s shares, to help the startup hit theground running.

After launching the TNX-355 drug, the company will then invest in new, high-end research projects, including possibly targeting flu and bird flu vaccines.

With increased support and investment from both the public and private sector, Taiwan’s biotechnology industry is poised for explosive growth. With a history of double digit expansion, the sector remains a sure bet for success.

「96年度海外客語教師研習班」
遴薦須知

一、 活動目的:為提供海外之客語教師及教學支援人員進修管道,提升教學知能,俾利海外客語教學及傳承,特舉辦本研習班活動。
二、 主辦單位:行政院客家委員會、僑務委員會共同辦理。
三、 承辦單位:具培訓海外客語教育師資能力及設備之得標廠商。
四、 舉辦日期:96年11月12日至23日(11月12日接機、報到,23日課程結束,24日送機)。
五、 培訓對象及名額:
海外各地現職客語教師或有興趣開辦客語課程之教學人員,預計60名,以最近3年內未曾來台參加主辦單位辦理之客語師資培訓相關活動者為優先。
六、 教學方式:採通用拼音教學。
七、 研習課程:課程內容暫訂如下:
(一)一般課程:包含客家族群發展歷史、台灣族群關係分析等課程。
(二)專業課程:包含客語教學、教學觀摩、客家文化賞析等課程。
(三)台灣客家聚落實地參訪。
(四)始、結業式及綜合座談。
八、 活動經費:由主辦單位負擔國內研習期間講師鐘點費、教材、行政、膳宿、交通等費用,其餘費用(含往返機票款)請學員自理。學員如因故提早報到或延遲離班而有住宿之需要者,由承辦單位協助安排住宿,並比照研習期間標準收費,所需費用由學員自理。
九、 僑務委員會駐外單位注意事項:
(一)請依各地區名額遴薦人選,並請酌列備取人選供主辦單位核處,於9月25日前將報名表件送達僑務委員會(報名資料電子檔請逕傳送僑務委員會承辦人電子信箱)。
(二)如有特殊疾病(包括心臟病、腦血管疾病、糖尿病、精神病、癲癇症、傳染疾病及其他可能發生身體重大不適症狀之疾病)可能影響研習者,請轉知切勿報名,否則因而發生任何事故,應由參訓人員自行負責並負擔醫療及返回僑居地等相關費用。
(三)研習期間,主辦單位為每位學員投保新台幣400萬元意外險,並外加新台幣40萬元之意外醫療險。如學員為加強研習期間保障,請於來台前先行自費投保疾病醫療險。
(四)凡上課時數達(含)總研習時數90%者,頒發中、英文結業證明書。

Hi all,
I want to thank you for all of your participation on Saturday's MIKI gathering. I learned a lot from all of you.
Attached please find a copy of email list with contact info. Please use it only for this group friends only. If you are to give out, please ask for permission.
Also, a brief summary of minutes. Both of the copies were created by Lucy Huang. Thanks for her help!
With much delight, I spoke to most of people on the list today. The followings are the summary of these conversation. I am opened for additional comments and suggestions:
1. For communication and identification purpose, we will give a name to this gathering. namely, TOMATO ( To Michigan Alliance of Taiwanese-American Organizations).
This is not a new organization, but rather a platform for all Taiwanese affiliate Organizations to get together for following purpose:
1.Providing a communication platform and resource sharing among all Taiwanese-American Associations and Taiwanese-American individuals.
2.Supporting TOMATO members' organizations in a positive, non- pressure, non political manner.
3.Promoting team work among all members and their activities, Organizationally and individually.
4.Promoting TOMATO member's young generation. Activity includes, but not limited to, future career planning, personal finance management, teenager struggles, etc.
5.Problem- solving and projects-sharing among all members. You are free to discuss a topic with members or to look for an answer or to share your ideas. Please respect each member's opinion and will.
6. Promoting Taiwan, supporting Taiwan, and proud to be Taiwan affiliate!
The list can go on. but the idea is to " Work together for better Taiwanese -American future". TOMATO does NOT supersedes any of member's organization, rather, a harmony platform for all Taiwanese_Americans(T-A), who live and breath in Michigan. Who want to associate with each other and providing a tighter net among T-A organizations and individuals. And, for who agree the ideas of promoting T-A future generations!
2. You are free to communicate among group members individually or as a group email. As long as they are within our guidelines( such as above). No Junk-mails. please.
3. Everyone appreciates the opportunity to meet with each other and update the news. Some prefer to meet again every one to two months, while others chosen three to six months. It seems that the medium is three- four months get together or as needed if sooner. Is this ok with all of you? say, early November? Hopefuuly, each organizations or individual has a schedule out for the coming year to share.
4. Some members suggest to have a brochure made out from each Organization ASAP, and put them in a package and distribute it among all participant members' organizations to promote each other organizations (or individuals if material is proper),during members' annual meeting and/ or VIP events(I.e., Art Fair booth, Taiwan Night etc). In addition, we can organize a fair if workable, so that each organizations or individual members has a booth to promote themselves.
5. Some suggest that we can have a theme seminar and/ or more time to discuss issues when we get together next time. What do you think? for example, how to assist youngsters to manage personal finance as parent(s)? How to prepare to enter into aging gracefully? etc.
6. We want to connect all T_A in Michigan, if you know any of Organizations that meet the category, please forward the complete name of Organization, contact person and phone number, please! I can contact them or you can! Such as churches? tsi-Chi? choir groups?
Feel free to add the opinions and give me the response. Better yet, we can create a " TOMATO Blog", so we can all share there. I will gather majority vote for any or all topics discuss.
Let's have fun supporting each other! Now we can say" a TOMATO a day, keeps worry away!" :)
